David Gold is hopeful new owner Carson Yeung will end Birmingham's status as a yo-yo club and take Blues to "the next level".
Gold has joined David Sullivan and Karren Brady in leaving his position as chairman now the Hong Kong businessman has seize control at the second attempt.
And Gold has revealed he has been assured there will be funds to make sure Birmingham have the best chance of establishing themselves as a Premier League force long term.
He told the BBC: "I'm really hopeful Carson is going to take the club to the next level and bring great joy to Birmingham City fans.
"Whenever I have spoken to his aides they have assured me money is going to be made available in the (transfer) window.
"The fans will hope that is going to be the case and I certainly hope that is the case."
