Tomas Rosicky has failed to recover sufficiently from an Achilles problem and will not start Thursday's quarter-final against Portugal.
The Arsenal schemer had suffered the injury in the Group A clash against Greece, which forced him to miss the finale against Poland.
The Czechs managed to cope without him with Daniel Kolar filling the void in midfield but coach Michal Bilek had hoped to have him available for the last-eight clash after he returned to training on Wednesday.
However, the game has come too soon for the 31-year-old, although he may see some action from the bench.
"Rosicky is not going to be in the starting line-up, but will be ready to come to play from the bench if it is necessary," Smicer stated on Czech television.
