Daniel Sturridge and Robinho scored two late goals to earn City a point after Benni McCarthy and Jason Roberts had put Rovers 2-0 up.
The game started at a frantic pace and City felt they should have been awarded a penalty when Robinho appeared to have been tripped in the box by Andre Ooijer. The Brazilian should then have scored with a free header from six yards out but his effort went wide.
Rovers grew in confidence and were ahead right on half-time when McCarthy was first to react to a loose ball in the box and stabbed the ball past Joe Hart.
Blackburn continued to press in the second half but it wasn't until the 84th minute that Roberts put them 2-0 up. Christopher Samba sent over a lofted pass and Roberts headed past Hart to seemingly seal the points for the home side.
City had other ideas however and Sturridge was able to make the most of poor Rovers defending to drive the ball past Paul Robinson to make it 2-1 in the 87th minute. Sturridge was then involved in the equaliser deep into injury time, his pass finding the unmarked Robinho who calmly slotted home.
