Craig Dawson's defensive error allowed Simeon Jackson to fire Norwich into the fifth round of the FA Cup.
Grant Holt opened the scoring on 35 minutes following some good work from Elliott Bennett who went past Joe Mattock with ease before sending in a cross which allowed the Norwich striker to poke home from a matter of yards.
West Brom kept pushing though, and they were rewarded ten minutes into the second half when Jerome Thomas beat Russell Martin with some fine skill before finding Marc-Antoine Fortune who fired home from 12 yards out.
The home side then pressed on looking for the win and with them completely dominating the second half it looked like it would only be a matter of time before they took control.
But as with the league game between these two sides a fortnight ago they failed to turn possession into clear cut chances and with just five minutes remaining they were punished.
Dawson took far too much time on the ball in his own area and Jackson nipped in to steal it off him before firing it past a helpless Ben Foster with just five minutes left on the clock.
Only then did the Baggies step things up a gear and they almost equalised for a second time when Shane Long fired Gareth McAuley's flick on towards the goal, but the impressive Jed Steer made a fine save which ultimately secured Norwich's place in the fifth round.
Spare a thought for West Brom boss Roy Hodgson though as he wonders how his side managed to get sucker punched by the same opposition twice in the space of a fortnight.
