Andrew Surman and Steve Morison delivered a double sucker punch as Norwich stole all three points at the Hawthorns.
Surman opened the scoring after 43 minutes, capping a lovely move with a fine volley from the edge of the area, but it was completely against the run of play.
Shaun Long got the home side back on level terms with a coolly-taken penalty with 20 minutes left, but a Steve Morison header ten minutes from time sealed the win for Norwich.
With West Brom goalless in three Premier League games, Roy Hodgson would have been pleased at the way his team started, dominating proceedings and piling pressure on the Norwich back four.
Peter Odemwingie looked lively and his dipping shot after just six minutes seemed to deceive John Ruddy in the Norwich goal, but the keeper recovered enough to palm his effort on to the bar and behind.
Norwich were competitive in the early stages, but failed to turn their possession into chances and after the quarter of an hour mark it was all West Brom.
The pressure mounted and although West Brom's lack of a natural goalscorer was obvious, it was still a huge shock when the visitors took the lead.
A good counter attack turned into an excellent one when Simeon Jackson held the ball up well before laying it off to Wes Hoolhan. His cross was inch perfect for Surman who was able to fire home completely unmarked.
Somehow, Norwich led at the break and the second half saw both teams probing, but West Brom slowly reasserted control and when Hodgson replaced Odemwingie and Scharner with Long and Graham Dorrans just after the hour things seemed to click.
Long's turn and shot drew a good save from Ruddy just minutes after his introduction and it looked like a matter of when not if the home side would get back on terms.
Just five minutes later, Nickey Shorey played the ball to Jerome Thomas in the box. Daniel Ayala looked favourite to win it, but he lost his head and dived in. Mike Dean correctly pointed to the spot and booked the Norwich defender who could have easily seen red.
Long stepped up to slot home the penalty and his side then set about looking for a winner, but heartbreak awaited.
With time running out, Youssouf Mulumbu's heavy touch 30-yards from the Norwich goal led to an air shot as Kyle Naughton took the ball of his foot and sprinted up field.
He fed Grant Holt, who burst down the left before floating a cross on to the head of the unmarked Morison who headed past a helpless Ben Foster from six-yards.
