Stranraer will have to prepare for another season in the Third Division after suffering shoot-out heartache in the play-off final.
The Blues went into the second leg at Cliftonhill on Sunday 2-0 up from the first leg but found an Albion side desperate for survival in their path.
Scott Chaplain and Robert Love put Rovers in front before Martin Grehan nudged Stranraer back into the lead on aggregate.
Chaplain grabbed a crucial second from the spot and took the match to extra-time. The two sides could not be separated so the tie was decided by penalties.
Ciaran Donnelly's penalty clinched Albion's safety and consigned Stranraer to another season in the fourth tier.
