Shrewsbury boss Graham Turner had no complaints about the penalty that decided the 1-0 defeat at Doncaster.
But Turner felt his side should have had something to show for all their hard work.
Rovers snatched the lead in the third minute when Billy Paynter converted the spot-kick after visiting skipper Matt Richards had brought down David Cotterill.
But the home side failed to build on their lead and were fortunate to hang on at the finish as Shrewsbury squandered a number of scoring chances.
Turner said "I didn't really see the penalty incident but when a player goes to ground it makes it difficult for the referee not to give the award.
"I just thought we lacked a bit of sharpness in front of goal because there is no doubt we deserve something from the game on effort alone."
