City boss Roberto Mancini is known to be keen on taking the Ivory Coast international to Eastlands, where he would be able to team up with his brother Kolo, although Arsenal are still said to be keen.
The Barcelona' player's representative, Dimitri Seluk, claims a deal has already been struck with an English club but would not say which team had done the deal.
Although City were understood to be leading the chase for Toure's signature, both Manchester United and the Gunners are also interested in signing the midfielder.
Seluk told radio station Ona FM: "If everything goes well, Yaya will go to England.
"But we can't talk about definite clubs. We already have a closed deal, and all will be resolved before the World Cup."
