The Germany international, who arrived at the Westfalenstadion in 2016 from Wolfsburg, has struggled with injuries this season and he has been limited to just four Bundesliga appearances.
Reports had suggested BVB were ready to move the 27-year-old on, with Italian outfit Inter Milan believed to be interested in wrapping up a loan deal until the end of the campaign.
However, Zorc has rubbished these claims and insists Schurrle is a big part of the club's plans.
"Will Schurrle leave? No," he told Ruhr Nachrichten. "With our Coach Peter Stoger, we've established that we can reach our objectives with a reasonably healthy squad.
"We have 29 players under contract, and that involves a certain type of budget."
