The Seasiders' wingers have attracted plenty of interest from clubs in the Premier League this season, with Ince in particular having heavily been linked with a move to Liverpool in January.
Phillips has also been the subject of interest, with Southampton thought to still be keen on the 22-year-old after they had a £5million bid rejected last August.
Despite taking up the options on their contracts, the duo still might not be at Bloomfield Road when the 2013/14 Championship season starts if the Tangerines receive acceptable offers for the pair.
Blackpool have also kept ten other players, including goalkeeper Matt Gilks and defender Craig Cathcart, while they are still in contract negotiations with Alex Baptiste, Kirk Broadfoot, Stephen Crainey, Neal Eardley, Barry Ferguson, Ludovic Sylvestre and Gary Taylor-Fletcher.
Going the other way are 13 players who have not been offered new contracts, with Ian Evatt, Craig Sutherland, Tiago Gomes and Kevin Phillips amongst those leaving.
