Cole has struggled for game time with Chelsea this season as Azpilicueta has forced him out of the side despite the fact his preferred position is on the other side of the pitch at right-back.
However he has impressed that much, Mourinho has decided to keep him there and Cole has had to settle for a bit-part role, something he is not used to.
Cole, who is out of contract in the summer, also needs games if he is to have any chance of winning his place back from Leighton Baines in the England side ahead of the World Cup, but Mourinho is not concerned with his international ambitions.
When asked if Cole would get a run in the side, Mourinho said: "I don't know. I'm very happy with the way Azpilicueta is performing.
"I cannot think in national teams at the same time as thinking about my team.
"There are national team managers that are very clear: they go with their players. It doesn't matter if their players are playing in the club, (if) they are not playing, they go with their players.
"All these years as a club manager, I found lots of them like this."
