And, while Sampdoria's defensive midfielder Roberto Soriano and Serbian youngster Nenad Krsticic have also been linked with a move to Stamford Bridge, it is Obiang who is thought to be topping Di Matteo's wanted list.
Obiang is contracted to the Italian Serie A outfit until summer 2015 but it seems they would be willing to listen to any suitable offers that come in for his signature.
Manchester City boss Roberto Mancini is also thought to be a fan of Obiang, but Di Matteo, who signed hot prospects Eden Hazard and Oscar in the summer, is leading the way to snap him up when the January transfer window opens for business.
