De Ligt, still only 17, has been named in the senior Netherlands squad for the World Cup qualifier against Bulgaria in Sofia on March 25 and a friendly against Italy in Amsterdam three days later.
Blind picked the Ajax centre-back and Lazio defender Wesley Hoedt in his 25-man squad to plug gaps left by a string of injuries to regulars such as Virgil van Dijk and Jeffrey Bruma.
De Ligt, who only made his Ajax debut in November, would be one of the youngest ever debutants for the three-time World Cup finalists.
"He could be a surprise for many people, a very young player who has just started knocking on the door," Blind said. "But I've known him for longer, from the Ajax academy.
"It's obviously a surprise that a boy of 17 is selected. The circumstances, however, with the loss of Virgil van Dijk and Jeffrey Bruma, and the doubt over Stefan de Vrij, [demanded it].
"We play two games and then you must also have enough options on hand as regards right-footed central defenders."
