Current PSV ace Locadia is the joint top-scorer in the Eredivisie after netting nine goals in his opening 11 appearances of the season, with his performances helping Rood-witten pull eight points clear at the top of the standings.
The 24-year-old's fine form also earned him a recent call-up to Dick Advocaat's Dutch squad, although he was forced to withdraw through injury, while Championship club Wolves have been linked with a move for him during the January transfer window.
Locadia has long been regarded as one of the brightest talents in the Dutch game, along with Memphis Depay, but former striker Kieft is not convinced he has the talent to reach the very top of the game.
Kieft wrote in Dutch daily De Telegraaf: "I think Locadia is almost on the verge of being developed. He has a great shot, but needs a lot of space, is individually more limited than Depay and is not really fast.
"However, Locadia cannot do much because he is simply at the ceiling with his football qualities. That's how you have to judge him."
