Lyon president Jean-Michel Aulas says it was manager Bruno Genesio's decision to sign Jean-Philippe Mateta over Emmanuel Adebayor.
Adebayor was expected to move to the Parc Olympique Lyonnais last week on a free transfer following his release by Crystal Palace after holding productive talks with the French outfit.
However, Lyon pulled out of the deal at the last minute, citing the Africa Cup of Nations later this year and his ineligibility for the Champions League group stages as the reasons for this withdrawal.
The former Arsenal and Tottenham striker has blasted the decision not to sign him, calling their reasons for scraping the deal as a "ridiculous excuse".
Lyon eventually opted to sign teenage forward Mateta from Chateauroux instead of Adebayor and while Aulas feels the decision to take on the 19-year-old made more sense from a business point of view, he says the final call rested with Genesio.
"Actually we had, after the injury to [Alexandre] Lacazette, identified a number of players," Aulas told Canal+.
"Two players were approached. For Mateta there was [interest from] Juventus and other French clubs. Emmanuel Adebayor had agreed to come two days late. You could make a transfer on one hand and a big payday on the other.
"Bruno and his staff made the decision. We had released the funds. As always, it is the technical staff who makes the ultimate decision, we followed that decision."
