The striker has been struggling with an ankle injury and has been unable to train with the rest of the Belgium squad on international duty, but Roberto Martinez says he is now fit.
There is a chance he could play against Cyprus although with the game being a dead-rubber as Belgium have already qualified for the World Cup, Mourinho wants him rested.
Manchester United have a huge game at Liverpool this weekend and Mourinho does not want any risks taking on a nothing game, but is not getting involved with the decision.
"Romelu is fit and available, he’s training with us tonight," Martinez said on Monday. "And, no, I have not received a call from Mourinho. The reason he wasn’t in the squad in the previous game was because he wasn’t 100%.
"Now he is 100% but we need to take into consideration that he has been with the group for only one session. He’s been working on an individual basis, really good work, but we need to keep that in mind."
