Spurs had the ball in the net after just four minutes when Gareth Bale rounded Lazio keeper Federico Marchetti and hit the target, but the Welshman was incorrectly judged to have been offside.
That proved to be the visitors only real chance of the first half as Lazio dominated and frontman Libor Kozak really should have done better when through on goal, but his tame shot was deflected wide by the outstretched leg of Lloris.
Kozak also missed the target with a powerful header after beating Steven Caulker to Stefano Mauri's clever chip into the area, as Spurs rode their luck in the opening 45 minutes.
The visitors showed more purpose in the opening stages of the second half but Lazio continued to dominate and Kozak wasted yet another golden opportunity just after the hour mark. The Lazio striker stole the ball off the feet of Sandro and was faced with a relatively simple tap-in, with Lloris out of position, Kozak's shot was just wide of the upright.
Lloris came to Spurs' rescue again on 84 minutes when Michael Ciani directed a powerful header goalwards from Antonio Candreva's corner, but the Frenchman produced a fantastic save to deny his compatriot a goal.
The point was enough to secure Lazio's place in the knock-out stages, but Spurs must avoid defeat in their final game against Panathinaikos at White Hart Lane to progress.
