The sides could not be separated in a lacklustre display at the JJB Stadium, with the first half slightly better than the second drab 45 minutes of non-action.
The best came when Spurs keeper Heurelho Gomes saved on the line from Emile Heskey and then Amr Zaki glanced his headed effort wide of the target.
Gomes suffered an injury in the second half but could not be replaced as visiting boss Harry Redknapp had used his quota of substitutes by that point.
But with no efforts on either goal, the keeper's injury looked to be irrelevant until Ryan Taylor sent over a corner for Wigan in the 91st minute and Figueroa was unmarked to slam home his first goal for the home side.
