The Canaries chief has so far drafted in Jonas Gutierrez on loan from Newcastle for the rest of the season, but there have been strong suggestions that Lazio stopper Ciani is on the verge of completing a move to Carrow Road before Friday night's deadline.
However, while Hughton did confirm that he aims to strengthen his ranks, he refused to disclose the identity of any targets or if he was close to agreeing any deals in the immediate future.
Speaking after Tuesday's 0-0 draw against Newcastle, Hughton said: "There's the rumour mill going around, but we do make enquiries to see whether players are available or not.
"Of course, amongst all that, there's always going to be some speculation, but certainly no facts.
"We're looking to improve the squad. We are competitive at the moment.
"But in any way we can improve what we have this week, then we are working very hard to be able to do that."
Hughton also moved swiftly to play down the chances of Anthony Pilkington or Swansea target Nathan Redmond being offloaded this week.
On Redmond, he said: "He's very happy here, he's a player who's had a lot of involvement this season.
"He's very well grounded. He's improving his game week in and week out.
"We have to remember he's a very young man and we're delighted to have him here."
