The two sides will meet at Wembley in the semi-finals of the FA Cup but Conte will be without Gary Cahill after he was admitted to hospital this week.
With Cahill out, Terry had been hoping to play but Conte has admitted that the former England international prefers to play in a different position.
Terry confirmed earlier this week that he will leave the club at the end of the season but he is not set to start against Spurs, with David Luiz set to remain at the heart of defence.
Kurt Zouma may now be favourite to come into the side after Conte played down recent reports.
He told reporters: “This is a semi-final and in this season I know we tried to have in every position two options – usually the player that plays and another player.
“I think the right position for John when we play with three central defenders is in the central position where David Luiz is playing.
“I have to make the best decision for the team tomorrow, but we will try a different solution.”
