The 62-year-old had previously stated that the free-scoring Swansea player would receive his first call-up to the national set-up after a fantastic first season in the Premier League.
The 26-year-old has netted 13 times, with many seeing him as the buy of the season at only £2million.
It would seem that the former Rayo Vallecano player will have to wait for a call-up, with Chelsea's Cesar Azpilicueta and Malaga'ss Isco the only new faces involved.
The friendly fixture is to be played in Doha with the world and European champions looking to continue their fine run of form, as they are unbeaten in 17 matches since a 1-0 loss to England in 2011.
"It has been a bit of a bad taste for not calling someone who deserves it. There are many players in those positions," said Del Bosque.
