Konta's withdrawal from the event in Russia means Frenchwomen Garcia has been assured of a place in Singapore and the line-up for the prestigious tournament has been confirmed.
Simona Halep, Garbine Muguruza, Karolina Pliskova, Elina Svitolina, Caroline Wozniacki, Venus Williams and Jelena Ostapenko make up the other seven competitors.
