The Spaniard has already put down a marker by recruiting highly-rated Croatia midfielder Luka Modric but is not content to stop there as he looks to realise his ambition of gatecrashing the Premier League's big four.
Ramos is expected to perform major surgery on his squad and is hoping the board will push the boat out to bring in the very best.
Ramos said: "I believe Tottenham should be competing with the top four. To achieve that we need to fix a few things and we cannot remain in the lower half of the table.
"We are analysing the players every day in training and in the games they are playing. But I believe we already know what staff we want for next year.
"My obligation is to let the club know which players we need and the club then puts this into practice if they can. I am completely supported by the club and there is a direct and clear communication on the best way to achieve this."
He added: "You are always thinking about what you are going to do for next season and the time for putting that into practice will be during pre-season."
